Unlike most other western and arabic countries Greece choose not to "cleanse" its stray animals back in the 80's and early 90's thats why problems like this still exist.
Next time before accusing us of animal hating think of the lack of stray animals in your country and how it was achieved.
In other words, yes there are such incidents, which are punishable by law, but there is almost no way to get to the guy behind it mostly because you cant get surviving animals to testify as witnesses,(Im pretty sure other animal loving countries use parrot translators from doggish to human but we are already overbudget for such commodities).
As for "why" which seems to be your main question, there is a large number of sick people around greece breeding dogs then abandoning them in the streets then hunting them down for fun, as a matter of fact its our national sport stray-dog-killing along with immigrand-killing whale-hunting and baby-seal-eating(some take it to the extreme human-fetus eating but they are almost extinct due to MTV hiring them and giving them their own tv shows).
Why do you feel the need to ask us weather we heard of a punishable by law criminal offence? Is it because you feel the urge to accuse us of general discontent of animal well beeing in our country soleily based on a single incident? Why didnt you assume of public canibalism beeing tolerated in Germany because of Meiwes incident?(Or did you?) Is it because you are predjudged against a specific ethnicity(yeah im calling you racist) or because your personal financial or career interest
relies on animals not beeing killed or just advocating against it happening despite the fact that its something that cant be prevented?
