No, I wouldn't say so, unless it happens to be a phoenix in disguise.
Vultures, or buzzards, if you prefer, are only associated with death, as far as I know. If I remember correctly, they are part of the same family of birds as large hunters, such as eagles, but they do not hunt themselves, instead preferring to eat that which is already dead. Even in old myths, such as Greek mythology, they are associated with death, but not with rebirth. There are no stories that I know of that focus on the fact that their own lives and its source spring from the death of other creatures.
If you want just my opinion, I must side with the historical view, rather than your own interpretation. An archetype is, by definition, something that can be an ideal representative model of something. For example, you might say that Donna Reed is an archetype for the mother of 1950s America (always perfectly dressed and made up, perfect home, perfect children, perfect marriage, etc…) and it sticks because people can relate to it and see the relationship. But I honestly don't know anyone who sees vultures as anything but negative, and only associated with death.
One thing I am wondering as I write is if you might mean that you see vultures as a symbol for the life cycle in nature in general. What I mean is the idea that we are born, we live, we die, and then we become food for something else; you know, like the "from dust we come and to dust we shall return" thing. If that's what you mean, then I still don't see vultures as an archetype, but rather just as a cog in the wheel. Yes, they help speed the process by picking clean the bones of the dead, but I still see no association with birth. When I think of vultures, the images that pop readily to mind are maggots, rot, and decay. Those are all things that happen in the death phase of the "circle of life" (if I may borrow a phrase from "The Lion King"), but I don't see that stretching on the to rebirth stuff. Sorry
